How it is made
Open Index shows the figures as MHCLG, Welsh Government and Scottish Government publish them, for the areas they were published for: nations, regions and councils.
Larger areas use the publisher’s own figures, never an average of smaller areas.
Zoom in past council level and the map keeps the council shapes and says so, rather than inventing detail.

Before you use it
- Band D is the middle band that every other band is set from. Each band's bill is a fixed fraction of Band D set in law, for example 6/9 for Band A in England and Wales.
- England: the average for the council area, including the county council, police, fire and combined authority charges and the average parish precept, as MHCLG publishes it. Homes in a parish with a higher precept pay a little more.
- Wales: the average for the council area, including the police charge and the average community council charge, as the Welsh Government publishes it.
- Scotland: the council's Band D, as the Scottish Government publishes it. Water and sewerage charges, which councils collect with the bill, are not included.
- Bands are not comparable between nations. England and Scotland band homes by their value in April 1991, Wales by their value in April 2003, and each nation has its own bands and ratios. So Open Index ranks and compares Band D within each nation only.
- The bill is before discounts and support. You get 25% off if you live on your own, or if everyone else in your home is disregarded (full-time students, for example). People on low incomes may get help from their council.
- English regions other than London have no published average. Open Index works one out as MHCLG works out England's: each council's area Band D weighted by its council tax base. For 2026/27 this gives MHCLG's own England and London figures to the penny.
Colours on the map
Fixed breaks, held for every period, so colours mean the same over time.
How Open Index describes it
Page text on Open Index comes from this layer’s sentence rules, filled in with published figures. For Hackney:
Band D council tax in Hackney is £2,060 for 2026/27.
That is about the same as the London average of £2,068.
Hackney has the 13th lowest Band D council tax in England.
